1、 地方人文环境：
（1）成都地区有各类专业人才50万人，两院院士28人；
（2）各类科研机构2700个，积聚了大批计算机应用和软件开发人才；
（3）高等院校20余所，在校学生18万人，其中理工科学生10.5万人，研究生近万人。
（4）各类教育机构是我市软件人才的主要培训场所，2002年软件人员学历培训达10000人；

六、当地政府对软件产业的重视情况和地方优惠政策
1、 四川省委、省政府将信息产业列为“十五”规划六大支柱产业之首，并把电子信息列为“一号工程”，软件业作为电子信息产业的切入点进行重点发展。
2、 软件企业享有高新技术开发区的产业扶植和优惠政策，已经出台并将继续出台一系列激励和优惠政策。
3、 西部软件园已享受到了相关优惠政策，包括：按17%的法定税率征收增值税，对实际税负超过3%的部分即征即退；海关也为软件的生产和开发提供了便利的服务：对国家和省内已获立项进口的关键技术设备给予了减免税，在软件人才引进及软件人员出国考察的审批手续上也进一步作了简化；对软件园区电子信息类项目引进国外先进技术的设备，省有关部门在申报国外商业贷款指标上给予了优先支持；进一步强化了资本市场对区内电子信息产业的支持力度，拓展了电子信息企业的融资和再融资渠道。
七、软件园服务机构：
1、积极发挥园区管理机构职能，借助和充分利用核心企业的品牌和资源，帮助入园企业申报国家项目，争取资金支持。
2、西部软件园充分高效地利用土地资源，建立了比较完善的配套设施和生产开发环境，为入园企业提供软件测试、信息传输和网络支持等软件企业发展必备的条件。
3、园区管委会拓展思路，积极建设全国性分园，并发展成为地区性技术支持中心，参与了当地信息化建设，西部软件园地海外基地也在建设和洽谈中。为入园企业拓展市场提供了帮助。
4、西部软件园积极推行产品质量认证和管理，建立的质量评测中心为软件园入园企业提供质量评测服务。另一方面，推动园区核心企业进行ISO9001质量认证和软件行业认定，目前园区骨干企业已有10家被认证为软件企业，三家通过了ISO9001质量体系认证，一家通过了CMM3（软件能力成熟度模型），促进了软件开发质量的提高。
5、中介机构一直是西部软件园关注的要点。为园区企业提供高质量的中介服务，解决中小企业的创业难题是园区管理机构的一个重要职能。
八、国际化：
在积极和国内企业建立伙伴和合作关系的同时，西部软件园内目前有6家企业为海归人员创办。西部软件园的产品出口日本、香港、新加坡等地；同时还积极拓展国际联合，和微软、惠普、IBM、CISCO等国际知名企业建立友好关系，提供咨询、技术服务等，为入园企业营造了一个较好的交流平台和环境。
九、软件园技术支撑环境：
西部软件园采用ATM综合布线系统，已经建成1000M高速园区光纤网络，设立4000多各信息节点和园区无限网络，专业的数据通讯中心，负责对外数据传输和网络应用。同时建立了宽带通信基础设施。购置了国际先进、国内一流的软件开发、测试设备，具备了国内领先的软件开发平台。

Western Software Park is one of the first “Four Software Development Bases” in “State Torch Project” by the Ministry of Science and Technology of China. We have developed enterprises in many different ways in order to keep up with an ever-changing market. The productions of the Park have exported to Japan, Hong Kong and Singapore, etc. We also have good business relation with international well-known corporations such as Microsoft, HP, IBM and Cisco, etc.
